  • Marc A. Scaffe, Director of Development

    Marc has over 28 years of commercial real estate development experience to include acquisition, development, finance, accounting, property management and brokerage. Marc started his real estate career as an accountant with The Rouse Company and has held senior level positions with such firms as Lincoln Property Company, BankAtlantic and The Hogan Group. Prior to joining CDE, Marc was Vice President of Operations and Finance for The Hogan Group, a full-service commercial development firm specializing in build-to-suit, retail shopping center and office building development. Marc joined CDE as Director of Development with a primary focus on new project development, project financing and disposition as well as corporate management.

  • William A. Roy, Developer

    He has over 25 years of experience in corporate engineering and business development in the Midwest and Southeast regions. His background includes engineering, finance, marketing, operations and business development. William’s primary focus is identifying prospective projects, structuring projects for maximum financial profitability, managing projects during construction, and orchestrating the sale of the finished project. William holds degrees in Electrical Engineering, Finance and Accounting from Kansas State University.

  • Doug A. East, Consultant

    Doug East has over 45 years of experience in the residential and commercial real estate development, construction and brokerage business. As a licensed general contractor, Doug has built countless large residential and commercial development projects for the private and public sector in Texas, Louisiana and Florida. Doug owns and operates Citi-Wide Realty, LLC, a full-service brokerage office in St. Petersburg, Florida. Additionally, Doug is a consultant to CDE Development Group, LLC and the joint venture partner in the firm’s Hotel Development portfolio.

  • Guy T. Rullo, Senior Project Manager

    Guy’s construction industry experience began over 28 years ago with a general contracting firm specializing in retail and restaurant building construction. Starting with a carpentry background, Guy quickly advanced to supervising all phases of construction to include construction remodeling and renovation, retail build-out and ground-up construction. As a project manager for such national restaurant chains as Boston Market, Einstein Bagels and Hop’s Restaurants, Guy has been responsible for all phases of ground-up project development and management to include budgeting, permitting, scheduling and owner supplied materials. As Senior Project Manager for CDE, Guy is responsible for the construction supervision and management for all CDE development projects.

  • Leonor F. Vezzetti, Executive Assistant and Administrative Director

    Leonor joined CDE in 2004 as Executive Assistant to Clark D. East and Administrative Director for the CDE corporate office. Prior to joining CDE Leonor worked with a financial planning firm for over 15 years. Leonor is a Tampa native and is fluent in Spanish.

  • Michelle D. Manteiga, Accounting Assistant

    Michelle joined CDE in 2008 as an accounting assistant. Michelle is responsible for corporate accounting as well as property management accounting for CDE owned and managed properties. Prior to joining CDE, Michelle worked in the entertainment and technology industry. Michelle is currently a Junior at the University of South Florida where she is completing her Bachelor’s Degree Program in Business and Accounting.

  • Betty Waters, Receptionist

    Betty Waters joined Central Development Group, Inc. in November 2007 as our Receptionist. Before joining CDE, Betty worked in the insurance industry. Betty is originally from North Carolina.
